The Independence Pioneers DAR Chapter conducted the 23rd Annual Observance of Elizabeth "Bess" Wallace Truman's birthday at the Harry S. Truman Library in Independence, MO on Sunday, February 13th, 2011 at 4:00 PM. The MOSSAR Color Guard team is shown here with Mrs. Rosalynn Carter after participating during the wreath-laying ceremony event, which was presented at Mrs. Truman's grave.
Rosalynn Carter, 83, is a former first lady and is the wife of nearly 65 years to the 39th U.S. president Jimmy Carter. As the guest speaker, Mrs. Carter told an audience of about 300 people at the Truman Library, that she believes the United States “is on the verge of a breakthrough” in mental health care rights, but the challenge still exists to make up for decades of neglect and discrimination that those with mental illness have endured.".
